 We  have professionally qualified dedicated contract personnel from a wide  variety of marine background. They offer a diverse range of technical  skills and expertise. 

 Bally  Duggal is the President and the primary consultant of Scorpius Marine  LLC. He has over 35 years of maritime experience including 16 years of  sailing and command experience on oil tankers. He has commanded ULCC and  VLCC tankers trading worldwide. He was the senior cargo Chief Officer  on the JahreViking, the world’s largest vessel / tanker. He is an  accredited OCIMF SIRE CAT 1 inspector.   

 Bally  has regularly attended high profile maritime accident investigations  and provided written reports and expert witness testimony for U.S  federal court proceedings and has handled several cases for P&I,  H&M, shipowners and lawyers involving various vessel types. He has  given expert reports on incidents in the Mississippi River related to  high river stage resulting in ship and barge breakaways. He has acted as  an ISM expert witness, given live testimony at deposition and during  U.S. federal court trial.  

 In  last 20 years, Bally has lived in Singapore, Tokyo and in the USA while  working at a senior management position for reputed ship owners and  management companies.
